Tugas PR: membina hubungan yg baik dengan pihak-pihak yg mempunyai kepentingan melalui suatu proses komunikasi.
Pihak-pihak tsb adalah khalayak sasaran kegiatan PR, disebut Stakeholders .
Stakeholders adalah kelompok-kelompok yg berada di dalam maupun di luar perusahaan yg mempunyai peranan dalam menentukan keberhasilan perusahaan.
Dalam manajemen modern, keberhasilan perusahaan untuk memperoleh kepuasan stakeholders dapat dijadikan indikator keberhasilan perusahaan dalam memperoleh kepercayaan.
